I can only presume it's an incentive to make more people pick up the War of Kings event.

I presume from comic book specialty stores. I don't know how many each store will be getting and/or how they plan on handing them out. I'm only relaying what Marvel have on their website, as per the link I posted above.

It may be best to ask your local comic shop.
